Moctar Ouané a été nommé Premier ministre par le Président de la transition au Mali. Ancien ambassadeur du Mali aux Nations Unies, il a occupé aussi le poste de ministre des Affaires étrangères. Cette nomination actée, plus rien ne s’oppose à la levée des sanctions de la Cedeao qui visaient le Mali.
