Après son examen en conseil des ministres, le président de la République a transmis à l’Assemblée nationale le projet de loi modifiant la loi numéro 69-29 du 29 avril 1969 relative à l’état d’urgence et à l’état de siège. Deux nouveaux articles y sont insérer pour lui donner plus de pouvoirs.
Dans ledit projet de loi, l’exécutif a inséré deux articles relatifs à la « gestion des catastrophes naturelles ou sanitaire».
Le nouvel article 24 dispose, en effet, qu’ «en cas de survenance de situations de catastrophes naturelles ou sanitaires, il est donné, à l’autorité administrative compétente, sans que soit proclamé l’état d’urgence ou l’état de siège, pouvoir de prendre des mesures visant à assurer le fonctionnement normal des services publics et la protection des populations.
Ces mesures peuvent notamment consister en l’instauration d’un couvre-feu et en la limitation des déplacements sur tout ou partie du territoire national pour une durée d’un mois renouvelable une fois».
Le nouvel article 25 ajoute que «les pouvoirs énoncés dans l’article 24 de la présente loi sont exercés par le président de la République. Ces pouvoirs peuvent, sur délégation du président de la République, être exercés par le ministre de l’Intérieur, tout ministre dont l’intervention est nécessaire, les gouverneurs et les préfets».
